- Line an 8x8-inch baking dish with parchment paper and lightly coat it with nonstick spray.
- Microwave the 1 cup of all-purpose flour for 1 minute and cool completely before sifting.
- Freeze 1 cup of semi-sweet chocolate chips in a zip-top bag.
- In a bowl, cream together ½ cup butter, ¼ cup granulated sugar, ⅓ cup brown sugar, 2 tablespoons milk, 1 teaspoon vanilla, and ¼ teaspoon salt until light and fluffy.
- Gradually add the sifted flour into the mix and combine gently to form a dough.
- Melt 1½ cups white chocolate chips with the sweetened condensed milk in 30-second intervals until smooth.
- Add frozen chocolate chips to the butter-flour mixture and stir gently.
- Fold the white chocolate mixture into the cookie dough until just incorporated.
- Spoon the mixture into the prepared baking dish and smooth the top.
- Sprinkle the remaining 1 cup of chocolate chips on top and gently press them down.
- Cover the dish and chill in the refrigerator for at least 2 hours or overnight.
- Cut into 25 squares using a sharp knife.
