Step-by-Step Instructions
  1. Line an 8x8-inch baking dish with parchment paper and lightly coat it with nonstick spray.
  2. Microwave the 1 cup of all-purpose flour for 1 minute and cool completely before sifting.
  3. Freeze 1 cup of semi-sweet chocolate chips in a zip-top bag.
  4. In a bowl, cream together ½ cup butter, ¼ cup granulated sugar, ⅓ cup brown sugar, 2 tablespoons milk, 1 teaspoon vanilla, and ¼ teaspoon salt until light and fluffy.
  5. Gradually add the sifted flour into the mix and combine gently to form a dough.
  6. Melt 1½ cups white chocolate chips with the sweetened condensed milk in 30-second intervals until smooth.
  7. Add frozen chocolate chips to the butter-flour mixture and stir gently.
